Under K.S.A. 45-218, an agency must act as soon as possible and by the end of the third business day. That action can explain delay rather than complete production. K.S.A. 45-219 permits reasonable actual fees and advance payment.
Rawlins County Release Access Law
Kansas Open Records Act access depends on the record and any exemption. K.S.A. 45-216 states the open-record policy and requires a local freedom-of-information officer. Rawlins County Release Facility
The Rawlins County Jail is the only detention facility physically in Rawlins County verified in the research. It is operated by the Rawlins County Sheriff’s Office in Atwood. No separate municipal holding site, state prison, federal prison, or ICE contract detention center in the county was verified.
That finding does not mean every Rawlins arrest stays local. Transfers remain possible. The sheriff destination field identifies the next custodian, and that agency’s system becomes the right place to continue the release search. A person sent to a KDOC prison remains in state custody outside Rawlins County. Someone moved under federal authority follows the federal court and locator trail.
